IBM Cloud is a collection of "cloud" services, accessed through an HTTP REST API.

IBM Watson is a subset of those APIs, dedicated to artificial intelligence techniques, such as machine learning and deep learning, with the goal of providing artificial intelligence features to pre-existing applications.

"on premise" and "cloud" systems can access all of these features through standard HTTTP requests, making programming and maintenance easier.

The ultimate goal of IBM Cloud, and especially IBM Watson, is to pave the way to meet the needs of the so-called "cognitive enterprise"—the type of company that considers knowledge as its main asset.
